The world number two Chinese pair levelled the scores with a 25-23 win in the second game after Hoo-Pang rallied back late on to force deuce.
They had match point at 22-21 but Cheng's nervy serve found the net and the Chinese went on to win.
The third game was controlled by Feng-Huang, who were relieved to cross the line as champions in front of their home fans.
But world number 23 Hoo-Cheng can be proud of themselves for pushing the soon to world number one pair to the wire in this enthralling 93-minute contest.
Hoo was also the standout player in this final with an influential performance to score many of the pair's points.
