Borrego, 41, has served as assistant under Spurs coach Gregg Popovich for 10 years in two different stints in San Antonio. He also served as interim head coach for the Magic in 2015.
The Hornets fired Steve Clifford last month after going 36-46 this season. Clifford's team had a regular-season record of 196-214 (.478 winning percentage) and qualified for the playoffs twice, in 2014 and '16.
