According to an official statement, the Sporting Kansas City youngster failed to sort out his documentation in time for the regional tournament, which kicks off on November 25.
Except for Wan Kuzain, other overseas-based players namely Quentin Cheng, Dominic Tan and Hadi Fayyadh Abdul Radzak made the cut, while Luqman Hakim Shamsudin, who is set to join Belgian side KV Kortrijk next year, was also included for the under-22 squad.
For the two overaged player slots, Ong opted to bring defenders Adam Nor Azlin and Irfan Zakaria along to the Philippines.
The two defenders, who were part of the squad that won silver in the 2017 edition in Kuala Lumpur, were joined by five returning players from two years ago - Haziq Nadzli, Syamer Kutty Abba, Akhyar Rashid, Danial Amier Norhisham and Syahmi Safari.
Malaysia are grouped together with the host nation as well as Myanmar, Cambodia and Timor-Leste in Group A.
In Group B, defending champions Thailand have to do battles with Indonesia, Vietnam, Laos, Singapore and Brunei.
