Agyemeng, who scored in England's under-19s' 5-1 win over Austria on Saturday, has earned 25 caps at youth level.
Russo sustained an injury during Friday's 5-0 win over Belgium at Ashton Gate, and has subsequently returned to Arsenal for further assessment.
Lauren James also withdrew from the squad earlier this week with a hamstring injury, with Tottenham's Jess Naz replacing her.
England sit top of Group A3 in the Nations League, with seven points from three matches.
